2-1为“文化的春天”。整个画面是一个大舞台，两旁挂着绿色帷幕。在落英缤纷的舞台上，摆着一个由调色板、竖琴、孔雀舞和彩带组成的大花蓝，象征了中国文艺的春天。
2-2为“百花齐放百家争鸣”。画面主图是篆刻的“百花齐放”、“百家争鸣”八个字，技法娴熟，被海外集邮专家称为是“一套体现了中国篆刻艺术的精美邮票”，背景图案为工农兵所使用的工具和鲜花万朵，象征了文艺为工农兵服务的毛泽东文艺方针，同时也渲染出节日气氛。

1979年10月30日至11月6日，中国文学艺术工作者第四次代表大会在北京召开，共有3200名代表出席了大会。邓小平代表中共中央、国务院在大会讲话，周扬作《继往开来，繁荣社会主义新时期的文艺》的报告。大会讨论并通过了全国文联新的章程。
