中华全国集邮联合会（英文为All-China Philatelic Federation，缩写为ACPF），是经国务院批准成立，由国内各省、自治区、直辖市集邮协会和全国行业性集邮组织自愿组成的全国性社会组织。ACPF是唯一代表中国的合法集邮组织。业务主管单位是交通运输部(Ministry of Transport of the People’s Republic of China)和国家邮政局(State Post Bureau of The People’s Republic of China)，接受民政部的业务指导和监督管理。
1982年1月30日，ACPF在北京宣告成立。
ACPF第一次代表大会于1982年8月25日在北京人民大会堂开幕（29日在京闭幕）。大会审议通过《发展集邮，建设社会主义精神文明》工作报告和ACPF《章程》；发表了《致台湾集邮界同仁书》；选举成安玉为会长，宋兴民、马任全、张包子俊为副会长，李洪义为秘书长；聘请朱学范为名誉会长。
ACPF第一次代表大会的召开，是中国集邮史上的里程碑。邮电部为大会发行以“驿使图”为主图的纪念邮票一套1枚（小型张）。中国集邮从此以新的起点开启新的历程。
中华全国集邮联合会现有省、自治区、直辖市级团体会员31个以及10个全国行业性集邮组织，个人会员300余万，形成覆盖全国的集邮组织网络。中华全国集邮联合会于1983年7月加入了国际集邮联合会（ Fédération Internationale de Philatélie – FIP）组织，于1983年8月加入了亚洲集邮联合会（Federation of Inter-Asian Philately – FIAP）组织，成为国际集邮联合会和亚洲集邮联合会的会员国。
