The Ministry of Posts and Telecommunications issued this souvenir sheet to commemorate the Third Congress of the All-China Philatelic Federation. The central stamp depicts Heng Tang Yi Ting, the ancient postal station of Gusu, set against a sapphire-blue background decorated with ancient fish-shaped bronze inscriptions.

The Third Congress opened on November 26, 1990, at the Great Hall of the People in Beijing. It was a major event in China’s philatelic community, marking a new stage in the development of Chinese philately. The four-day congress concluded successfully on November 29, 1990. The souvenir sheet uses the historic site of Suzhou’s ancient postal station as its main image, surrounded by ancient fish-shaped bronze inscriptions. It is the third souvenir sheet designed by Liu Shuoren for the All-China Philatelic Federation congresses.

为纪念中华全国集邮联合会第三次代表大会召开，邮电部特发行纪念邮票小型张1枚。邮票主图为中国古代驿站姑苏驿横塘驿亭，四周以宝石蓝色衬底，并饰以古代青铜器上的鱼形铭文。

1990年11月26日，中华全国集邮联合会第三次代表大会在北京人民大会堂隆重开幕，这是中国集邮界的一件大事，标志着中国集邮事业进入新的发展阶段。大会历时4天，于11月29日胜利闭幕。小型张以苏州古代驿站旧址为主体，四周饰以古代铜器鱼形铭文。这是邮票设计家刘硕仁为全国集邮联合会代表大会设计的第三枚小型张。

El Ministerio de Correos y Telecomunicaciones emitió esta hoja pequeña para conmemorar el Tercer Congreso de la Federación Filatélica de China. El sello central tiene como motivo principal Heng Tang Yi Ting, la antigua estación postal de Gusu, sobre un fondo azul zafiro decorado con antiguas inscripciones de bronce en forma de pez.

El Tercer Congreso se inauguró solemnemente el 26 de noviembre de 1990 en el Gran Palacio del Pueblo de Pekín, un acontecimiento importante para la comunidad filatélica china que marcó una nueva etapa en el desarrollo de la filatelia nacional. El congreso, de cuatro días de duración, concluyó con éxito el 29 de noviembre de 1990. La hoja pequeña toma el sitio histórico de la antigua estación postal de Suzhou como imagen principal, rodeado de antiguas inscripciones de bronce en forma de pez. Es la tercera hoja pequeña que el diseñador Liu Shuoren realiza para los congresos de la Federación Filatélica de China.
