Background:
China Post plans to issue a set of 3 commemorative stamps themed “The 60th Anniversary of the Establishment of the Tibet Autonomous Region” on August 15, 2025. The stamps are titled “Jointly Forging the Dream”, “Beautiful Snowy Plateau” and “Happy Highland” respectively. The total face value of the complete set is 3.60 yuan, with a planned issuance quantity of 4.9 million sets.

In 1965, the Tibet Autonomous Region was formally established, which turned a brand – new page in Tibet’s history. Over the past 60 years, under the leadership of the Communist Party of China, Tibet has established the socialist system and the people’s democratic political power, implemented the reform and opening – up policy, and fully built a moderately prosperous society. Together with the whole country, it has embarked on a new journey of comprehensively building a modern socialist country, creating a remarkable miracle of “making a leap of thousands of years in just a few decades”. Especially since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to the work related to Tibet. It has held the 6th and 7th Central Tibet Work Forums, formulated the Party’s strategy for governing Tibet in the new era, and identified four key tasks for Tibet, namely maintaining stability, promoting development, protecting the ecology and strengthening border defense. These efforts have driven all undertakings of economic and social development in Tibet to achieve all – round progress and historic achievements.

The stamp designs integrate the ethnic characteristics of Tibetan – style painting with the compositional artistic language of modern decorative painting. Featuring bright colors, magnificent momentum and vivid rhythms, they demonstrate that under the guidance of the Party’s strategy for governing Tibet in the new era, people of all ethnic groups in Tibet work together hand in hand, and all undertakings have made all – round progress and historic achievements, with the people’s sense of gain, happiness and security constantly enhanced.

The first stamp “Jointly Forging the Dream” takes the emblem of the celebration for the 60th anniversary of the establishment of the Tibet Autonomous Region as the main element. Around the emblem are people of all ethnic groups celebrating in their splendid costumes. The background includes elements such as Lhasa Airport, the C919 aircraft and the 40 – meter radio telescope in Xigaze. It presents a harmonious picture of people of all ethnic groups advancing hand in hand, walking in unity and promoting ethnic solidarity and progress under the leadership of the Party since the founding of the Tibet Autonomous Region 60 years ago.

The second stamp “Beautiful Snowy Plateau” depicts scenes of yaks, Tibetan wild asses and Tibetan antelopes wandering and running, black – necked cranes flying, and Mount Qomolangma bathed in sunlight. The vivid scene of harmonious coexistence between humans and nature is vividly shown on the stamp. It displays Tibet’s unique ecological environment and rich biodiversity, reflecting the remarkable achievements made by Tibet in ecological protection and ecological civilization construction.

The third stamp “Happy Highland” includes elements such as the Tibet Museum, local residential buildings, Fuxing high – speed trains running on the Lhasa – Nyingchi Railway, the Lhasa River Grand Bridge and the Pangduo Reservoir. People living and working in peace and contentment, as well as tourists, are all in high spirits, wearing happy smiles. The circular plants in the design symbolize the fruitful results of Tibet’s afforestation projects. The stamp presents a wonderful scene where Tibet’s social undertakings have been comprehensively strengthened, people’s well – being has been continuously improved, and the people’s sense of gain and happiness have been steadily enhanced.

This set of stamps is produced using offset printing technology, boasting saturated colors, rich layers and a prominent theme. Through vivid colors and high – definition offset printing effects, the stamps have perfectly reproduced the regional characteristics of Tibet. Some details are made with the direct gold stamping process, which enhances the texture of the stamps and makes the images more delicate and rich. Some elements adopt fluorescent effects; when exposed to ultraviolet light, these elements highlight the thematic content and improve the overall anti – counterfeiting performance of the stamps.

This set of stamps is designed by Ye Xingsheng and Zheng Wei, edited by Wen Wenya, and printed by Beijing Stamp Printing Co., Ltd. using offset printing technology.

　　第一枚“同心筑梦”画面以西藏自治区成立六十周年庆祝活动徽标为主体，四周环绕身着盛装欢庆的各族人民，背景展现了拉萨机场、C919飞机、日喀则40米射电望远镜等元素，表现了西藏自治区成立六十周年以来，各族人民在党的领导下携手共进、同心同行、民族团结进步的和谐画面。
　　第二枚“美丽雪域”描绘了漫步、奔跑的牦牛、藏野驴、藏羚羊，飞翔的黑颈鹤，以及阳光映照下的珠穆朗玛峰等元素，人与自然和谐相处的景象跃然纸上，展现了西藏独特的生态环境和丰富的生物多样性，体现出西藏在生态保护与生态文明建设取得的显著成效。
　　第三枚“幸福高原”表现了西藏博物馆、当地民居建筑、拉林铁路高铁列车、拉萨河特大桥和旁多水库等元素，安居乐业的人民和游客其乐融融、洋溢着幸福的笑容，环形植物寓意西藏绿化工程的丰硕成果，展现出西藏的社会事业全面加强，民生福祉持续改善，群众的获得感、幸福感不断增强的美好场景。
　　本套邮票采用胶印工艺，色彩饱和，层次丰富，主题突出。邮票通过饱满的色彩及高清的胶印效果，高度还原了西藏的地域特色。部分细节采用直压金工艺，增添邮票质感，使画面更加细腻丰富；部分元素采用荧光效果，在紫外灯照射下，凸显主题内容，提升邮票整体防伪性。
