P.S.《生物多样性公约》于1992年在联合国环境与发展大会上通过，已成为联合国环境与发展进程中最具有影响力的国际环境公约之一，为推进全球生物多样性保护、可持续利用和惠益分享发挥了重要作用。《生物多样性公约》缔约方大会第十五次会议第一阶段会议将于2021年10月11-15日在云南省昆明市召开。大会举办对宣传习近平生态文明思想、展示我国生态文明建设成就、深度参与全球生态环境治理具有重大意义。
该套邮票由夏竞秋设计，以大会标识及辅助图形为主体，在设计上首次采用水滴外形齿孔，突出了水是生命之源、万物之源的概念，并与大会标识设计相互呼应，画面构思巧妙、主题突出。
该套邮票由北京邮票厂有限公司采用胶雕套印工艺印制，实现多种精妙工艺和简洁明快设计的完美结合。
一是采用一版双色胶雕印刷，竖形雕刻纹路突出大会标识的立体感；
二是首次采用闪晶金质松石绿雕刻油墨，阳光下呈现闪闪金点；
三是红、蓝、白三色荧光将更多主题内容融入邮票画面；
四是水滴形齿孔进一步突出邮票主题。
