The All-China Federation of Trade Unions (ACFTU) is a mass organization of the working class formed voluntarily by the Chinese workers and staff members. Founded on May 1, 1925, it now has a membership of 134 million in more than 1.713 million primary trade union organizations.

本套邮票共1枚，为“中华全国总工会成立时的会址——广州惠州会馆”。设计者采用水彩写生的技法，描绘了当年中华全国总工会的成立旧址广州惠州会馆。主题图案占据了整个画面。会馆建筑仅两层，但作者从俯视的角度进行描绘，使建筑显得高耸挺立。整个建筑色彩浑厚而稳重，与前面的绿树及浮满白云的蓝天形成对比，十分和谐。红色的主题文字安排在画面的正上方，整幅作品更加庄重、朴素。

中华全国总工会，是中国共产党领导下的全国工会的最高领导机关，中国共产党联系工人阶级的纽带，1925年5月在广州成立。1927年转入地下，领导工人运动。中华人民共和国成立后，该组织的职能转变为教育和组织中国工人为实现中国共产党在社会主义革命和建设中的路线，为建设社会主义现代化强国而奋斗。中华全国总工会是中华人民共和国主要的群众团体之一，机关报是《工人日报》。为纪念中华全国总工会成立60周年，中国邮电部于1985年“五一”国际劳动节发行了这枚邮票。
