Comrade Deng Xiaoping was a distinguished leader of high prestige widely acknowledged in the Communist Party of China (CPC), the armed forces and the whole Chinese nation. He was the core of the second generation of leadership of the Central Committee of CPC and chief architect of China’s socialist reform, opening and modernization. He established the Deng Xiaoping Theory, and led the CPC and the Chinese people to reform and open up China to the outside world. 此次港澳特区邮政发行的邮票均为两套共两枚。邮票都采用邓小平身穿军装和便装的半身照片，背景则选取了两地具有代表意义的景物，如香港发行的两枚邮票背景分别是五星红旗及特区区旗飘扬在维多利亚港和香港璀璨的烟火夜景。除此之外，港澳还分别发行了一款小型张。
