The year 2001 is the Xin-Si Year(snake year) according to the Chinese lunar calendar. Sometimes called small dragon, the snake moves swiftly without legs and can inject awe-inspiring poison, hence the respect as an intelligent animal by ancient people. 山舞银蛇，原驰蜡象，欲与天公试比高。寒来暑往，龙辞蛇临，盛世迎蛇年。当我们进入了2001年辛巳蛇年，逢世纪之初。2001年1月5日国家邮政局发行辛巳年邮票一套2枚，这是我国发行的第二轮生肖邮票的第十套。邮票图案分别为《祥蛇祝福》和《祥运普照》。
《祥蛇祝福》取材于民间剪纸艺人白秀娥的一幅剪纸，设计者按照邮票规则对剪纸图案进行了修改，并选用绿色底版，蛇显得有灵气、活泼。
《祥运普照》底色也采用绿色，背景采用的是民间剪纸艺术家贾四贵的作品，图案为两条盘蛇相对衔朵莲花，中间为一轮太阳，意为大吉祥，两蛇尾部为两只石榴，寓意六六大顺，蛇两侧为祥云，即祥运，下为蝙蝠，同“福”，整幅作品绿底黄图加上红色字体，分外美丽。
