In 1984, based on the successful experience of the special economic zones, China decided to build economic and technological development zones in its 14 open coastal cities. After 20 years of development, there are 49 state-level economic and technological development zones around China. Like shining pearls they have become new points of China’s economic growth, constituting a new force in China’s foreign trade. As bases of the new-type industrialization, they attract foreign investments and enable the development of new and hi-tech industries. They are also experimental zones for structural innovation and exemplary zones for cultural progress.

1984年4月，党中央、国务院决定进一步开放14个沿海城市，实施类似于经济特区的优惠政策，集中地为外商提供投资场所，兴办工业项目，引进先进技术和科研项目，开发新产品，兴办新产业。经过20年的开发建设，目前，国家级经济开发区已有近50个，并从沿海地区扩展到内地，成为我国吸引外商投资最为集中、经济增长最快的区域。
