国家邮政局从1998年6月在全国范围征集作品，以展望新世纪为主题，组织6-12岁的儿童进行邮票设计竞赛活动。由国家邮政主管部门组织邮票设计竞赛活动，承若使用获奖作品发行邮票，这在中国邮票史上是第一次。这项活动的主要目的在于：配合国内外迎接新世纪的庆祝活动，并以此为契机，引导情少年幢憬美好未来，从而激发他们热爱祖国、热爱科学、热爱学习，使他们陶冶情操，提高素质，增长知识。有利于培养青少年的集邮兴趣，发展新一代集邮队伍。

2000年6月1日，为迎接21世纪和庆祝六一儿童节，国家邮政局发行了《世纪交替　千年更始–21世纪展望》特种邮票，全套8枚。
