1983年10月，中国工会第十次全国代表大会在北京召开。倪志福代表中华全国总工会第九届执行委员会作了题为《在社会主义物质文明和精神文明建设中发扬工人阶级的主人翁精神》的工作报告。会议通过了《中国工会章程》，选举了中华全国总工会第十届执行委员会，主席为倪志福。
