『发行背景』 1945年8月15日，朝鲜人民在苏联红军配合下获得解放，但朝鲜南半部被美军占领。1948年9月，朝鲜民主主义共和国正式宣告成立。而南方则于1949年8月成立了大韩民国（简称韩国）。为庆祝朝鲜解放15周年，邮电部发行了这套“庆祝朝鲜解放十五周年”纪念邮票，编号纪82，全套2枚，表现了中朝两国的友谊和朝鲜的经济建设。
