The Second Congress of the Communist Party of China was held from July 16 to 23, 1922 at No. 30, Lane 7, Laocheng North Road, Jing’an District, Shanghai (formerly No. 625, Fuddri, Nancheng Road, Jing’an District, Shanghai). There were 12 delegates to the congress, representing 195 party members from all over the country. The congress clearly put forward the anti-imperialist and anti-feudal democratic revolutionary program, pointed out the direction for the revolutionary struggle of the Chinese people of all nationalities, and formulated and adopted the first “Constitution of the Communist Party of China.” The charter consists of six chapters and twenty-nine articles, which stipulate in detail the requirements for party members and the procedures for joining the party, and make specific provisions on the party’s organizational principles, organizational structure, party discipline and system, etc., embodying the principle of democratic centralism and of great significance to strengthening the party’s own construction. The birth of the first Party Constitution marked the final completion of the Party’s political, theoretical and organizational creation. Since then, the Communist Party of China has had its own foundation for building the party and the highest code of conduct, and the party’s cause has thus moved into a broader new world. The first Constitution of the Communist Party of China is now in the Central Archives and is the only surviving copy.

Designed by Zhang Fan, the set of stamps is represented by graphic design combined with sketches and hand-drawn, with the party emblem, some chapters of the first “Constitution of the Communist Party of China” and the site of the Second National Congress of the Communist Party of China as the main body of the picture, with the fluttering flag outline as the background, and the gradient color symbolizing the “sunrise in the East”, implying that the dawn of revolution illuminates the land of China and illuminates the road to the future, vividly reflecting the glorious course and great achievements of the party’s unity and leading the people of the whole country to unremitting struggle.

P.S. 中国共产党第二次代表大会于1922年7月16日至23日在上海市静安区老成都北路7弄30号（原上海市静安区南成都路辅德里625号）召开。出席大会的代表12人，代表全国195名党员。大会明确提出了反帝反封建的民主革命纲领，为中国各族人民的革命斗争指明了方向，制定并通过了第一部《中国共产党章程》。该章程共六章二十九条，详细规定了党员条件和入党手续，对党的组织原则、组织机构、党的纪律和制度等都作了具体的规定，体现了民主集中制原则，对加强党的自身建设具有重要意义。第一部党章的诞生，标志着党在政治、理论和组织上的创建工作最后完成。从此，中国共产党有了自己的立党之本和最高行为规范，党的事业由此走向更广阔的新天地。第一部《中国共产党章程》现珍藏于中央档案馆，是存世唯一的一本。

该套邮票由张帆设计，采用平面设计结合素描手绘方式表现，以党徽、第一部《中国共产党章程》部分章节及中共二大会址为画面主体，以飘扬的旗帜轮廓为背景，并采用象征“日出东方”的渐变色彩，寓意革命曙光照耀中华大地、照亮未来之路，生动折射出党团结带领全国人民不懈奋斗的光辉历程和伟大成就。
