The Universal Postal Congress is made up of representatives from member states and meets every five years, it is a legislative body. The first Universal Postal Congress was held in Bern, Switzerland, in September 1874. Beijing will host the congress for the first time from August 23 to September 15,1999. The Beijing Congress will be the 22nd and will be attended by 2,000 reprsentatives from member states and more than 20 international organizations.

第二十二届万国邮政联盟大会于1999年8月23日至9月15日在北京召开，这是中国首次承办万国邮联大会，其会员及20多个国际组织的代表约2000多人与会。本届大会规格高、规模大、历时长，是世界邮政界本世纪的最后一次国际盛会，对下个世纪全球邮政的发展将产生积极的推动作用。

1999年8月23日，为祝贺万国邮联第22届大会在我国举行，国家邮政局发行了《第二十二届万国邮政联盟大会》纪念邮票，小型张1枚。

小型张为“江泽民题词”。画面主图为国家主席、第22届万国邮政联盟大会组委会名誉主席江泽民为大会的题词“发展现代化邮政，满足社会需要”手迹。上方为大会名称和会徽。
